Due to many couples getting married just for the legal status and then divorcing, the government requires a minimum of 2 years of marriage and then, the couple must report back to the immigration bureau so that they can change their legal status from “temporary resident” to “permanent resident”. In the meantime, they are able to live and work in the US. 

A person can apply for citizenship after living legally in the US for about 5 years. When they do this, they are entitled to all of the benefits that any other citizen has, including the right to vote. Many illegal immigrants are finding that in order to have their voices heard, it is important to become citizens so that they can vote. For this reason, there are many immigration groups that are courting the votes of immigrants.
